Creating a PBS permit application using a HVSAPS Access Assessment
From the 12 January 2026, the Victorian Government Department of Planning and Transport (DTP) will require all new PBS permit applications to be based on completed HVSAPS Access Assessments with up to 10 combinations which can be applied for in a single PBS permit application.
To create a PBS permit application using a HVSAPS Access Assessment:
Navigate to the Access assessments application table.
Find one of the Access assessments you'd like to include in your new PBS permit application.
Note: the Access Assessment applications for other combinations will automatically be available in the new PBS permit application).Click on the checkbox in the first column to select the Access assessment to use for creating a new PBS permit application.
Click on the ACTIONS FOR 1 ITEM button.
Click on Apply for permit from assessment.
A new PBS permit application will be created and opened.

Access Assessments for other combinations
A new PBS permit application created from a completed HVSAPS Access Assessment will automatically load completed HVSAPS Access Assessments for other combinations.
Travel details
The travel details step will only require the requested permit period details. The PBS route details are locked down based on the HVSAPS Access Assessments.
The restricted total mass (t) is based on the lowest mass from all selected combinations from the Access Assessments section.
