Understanding HVSAPS and its purpose
Heavy Vehicle Structural Assessment Permit System (HVSAPS) is an automated assessment tool developed by the Victorian Department of Transport and Planning (DTP) to evaluate the safety and suitability of bridges for heavy vehicle travel on the state road network.
It replaces manual assessments with a streamlined, data-driven system that uses vehicle combinations and route plans to identify any restrictions or conditions along a proposed route.
This provides operators with upfront information that improves access certainty, reduces the number of unsuccessful applications, and minimises the need for resubmissions
Implementation from 12 January 2026
HVSAPS is being introduced on 12 January 2026 to automate bridge assessments for heavy vehicle permit applications traversing state roads in Victoria.
The implementation of HVSAPS will ensure faster processing times for bridge assessments and removes costly bridge assessment fees previously incurred by operators for permits involving Victorian state roads.
As part of the integration with NHVR Go, HVSAPS introduces a new enquiry service that generates a report validating vehicle details, route impacts, and applicable conditions for each combination.
This approach reduces the workload for NHVR Access Operations staff and DTP while allowing operators to make informed decisions about their permit applications.
Ultimately, HVSAPS supports a safer and more efficient heavy vehicle access process.
How to use the HV-SAPS Access Assessment tool
The HVSAPS Access Assessment tool allows operators to generate reports for combinations and routes within Victoria for use in PBS Permit application process. These reports provide upfront information about bridge restrictions and any associated conditions, helping operators ensure compliance before submitting applications.
