How to interpret a HVSAPS Access Assessment response

A guide on how to read and understand a HVSAPS Access Assessment response

Response outcomes

Once HVSAPS has processed an Access Assessment application it may return one of two outcomes:

  1. Completed - HVSAPS has processed the Access Assessment application and found that the application may progress to a permit application albeit with conditions or restrictions. HVSAPS has generated an Access Assessment report detailing the bridge restrictions and/or conditions for a Single Route assessment or the networks and associated mass restrictions for a Network assessment.

  2. Application Refused - HVSAPS has processed the Access Assessment application and found that the application may not progress to a permit application due to bridges which cannot be accessed with conditions or restrictions.

Completed - Access Assessment report

The HVSAPS Access Assessment report can be viewed within the Access Assessment application or as a downloadable PDF document.

Access Assessment report for Single Route application

For a Single Route application the Access Assessment report will provide a list of restricted mass structures (if any) and the reduced axle mass and spacings (if required).

Restricted mass structures

Restricted mass structures will be provided in the section 'Automated assessment: Restricted mass structures'. This section will list any structures on the route which are restricted to a lower total mass than requested in the Access Assessment application. Any structures on the route which are not restricted to a lower total mass than requested will not be displayed in this section.

Reduced axle mass and spacings

Reduced axle mass and spacings will be provided in the section 'Automated assessment: Reduced axle mass and spacings'. This section will provide the reduced axle mass based on the structure with the lowest approved mass.

Access Assessment report for Network application

For a Network application the Access Assessment report will provide a list of the compatible networks and restricted approved mass (if any).

PDF Access Assessment report

The PDF Access Assessment report can be downloaded from the righthand side Overview section.

The PDF Access Assessment report can also be downloaded from the Access Assessment tool data table - under the column 'Issued document'.

Creating a PBS permit application

If the HVSAPS Access Assessment response outcome is Completed a new PBS permit application can be created from the Access Assessment.

HVSAPS response 2 week validity period

If the outcome is Completed the HVSAPS Access Assessment response is valid for 2 weeks. A PBS permit application must be created within 2 weeks of receiving the HVSAPS response. After 2 weeks the HVSAPS Access Assessment application will be marked as 'Expired'.

Application Refused

If the application is refused no Access Assessment report is generated. The reason for the rejection can be found in the Road Manager Decisions section of the Access Assessment application.
